Richard is the National Coordinator for the investigation of non-recent child sexual abuse and leads the Operation Hydrant team. He is responsible for ensuring the delivery of the national strategy to coordinate all investigations into non-recent child abuse involving persons of public prominence or that which took place in an institutional setting. He is also leading work with the Independent Inquiry into Child Sexual Abuse on behalf of the National Police Chiefs Council.  He took up this post in July 2014 and was previously a senior leader in policing latterly as the Head of Major Crime and Public Protection for South Yorkshire Police.

His police career spanned over 30 years, the majority of which saw him lead investigations into major and complex crime. He established one of the first cold case review teams in the UK, taking advantage of advances in DNA science, resulting in the conviction of a significant number of offenders for serious crimes.
